Federal Reserve Cuts Borrowing Costs for Second Time This Year During Financial Instability

The United States central bank lowered interest rates on midweek, representing the second reduction this year during financial volatility stemming from the federal government shutdown and tariff policies.

Decision Comes at Extraordinary Moment for Federal Reserve

The move to reduce the key rate by a quarter point to a span of 3.75% to 4% arrives at an extraordinary moment for the central bank. The institution has been under significant strain to cut rates even with persistent inflation.

Fed Statement Notes Labor Market Shifts

In a statement, the Federal Reserve said that the jobless rate had increased but remains low. “Job gains have slowed,” the statement reads. “Inflation has moved up and remains somewhat elevated.”

Federal Closure Complicates Central Bank’s Task

The continuing government stoppage, now one of the longest in American history, has also complicated the central bank’s task. Collection of important economic data has been suspended without a timeline as staff at the Bureau of Labor Statistics are furloughed during the closure.

Information Shortage Affects Monetary Moves

The Federal Reserve typically studies BLS data to assess labor market conditions, such as the number of employment gains created to the market and the current unemployment rate. The last jobs report was released in early September, before the shutdown, and gave a relatively bleak snapshot of the jobs market in August.

The number of positions added to the economy in August was down by over 100k since the earlier season, and joblessness crept up to 4.3% – the peak since 2021.

Private Data Indicate Continued Decline

Though BLS was scheduled to publish September’s employment data in early October, it suspended its publication when the closure started. Employment data company a leading payroll processor reported earlier this month that the business segment eliminated 32,000 positions in last month, a sign that the job market is continuing to slow.

“Both the supply and demand for labor has declined quite sharply,” central bank head the Fed chairman said recently, a trend he had earlier said comes from immigration and tariff policies.

Inflation Report Reveals Moderate Increase

Though the bureau’s employment data has been paused, the agency still released its price statistics for September that showed that prices are going up, albeit gradually. Costs rose three percent over the last year, the peak since the start of the year. In April, the yearly price increase was two point three percent, the minimum it has been since three years ago. The central bank’s goal inflation rate is two percent.
